On 24th of May the official ceremony of handing over the RA Presidential Awards for year 2017 took place at the Presidential Palace. Awards, bestowed on the nominees for their significant contribution in a number of areas, were handed by President Armen Sarkissian and the representative of the Robert Pogossian and Sons Foundation, a benefactor from Diaspora Albert Pogossian.

There were twelve nominations for the Presidential Award-2017 and among those twelve nominations there was an award for achievements and contribution to the Medical Sciences of Armenia.

The award recipients were: The Presidential Award – 2017 was handed over to the team for their scientific research in Population maxillofacial and genetic studies for human identification and expertise in the territory of the Republic of Armenia.

Gagik Harutyunyan Head of the Complex Examination Department and Sergey Mkhitaryan forensic medical expert participated in The International Congress on «Actual Problems of Forensic Medicine and Expert Practice-2018» held on 18-20 April in Moscow, Russia. This year about 700 people, including foreign experts from 13 countries were registered for participation. Scientists, practitioners, and forensic medical experts from Russia, Armenia, Belarus, Germany, Czech Republic and a number of other countries have again gathered to discuss topical issues of forensic medicine. During the congress 186 reports were submitted on various aspects about forensic medicine and related disciplines.

For contribution to the state forensic expert activity and in connection with the centenary of “Bureau of Forensic Medical Examination” Ministry of Health of Moscow Region the Head of the Scientific Practical Center of Forensic Medicine SNPO, Mher Bisharyan has been awarded with “100 years of the Bureau of Forensic Medical Examination of Moscow Region Medal”.

The Chairman of the Legal Medicine Organization (ILMO) Dr. Ahmad Shojaei invited Director of Scientific Practical Center of Forensic Medicine SNPO, MOH RA Dr. Mher Bisharyan to participate in forum for interactive communication, exchange of knowledge and experience between the regional experts of forensic medicine which was held in Tehran, from 25 to 27 of February, 2018.

Director of Scientific Practical Center of Forensic Medicine SNPO, MOH RA, Mher Bisharyan and forensic medical expert of medical criminalistic department of SPCFM Karen Gharibjanyan participated with a report in the I–International Caparica Conference in Translational Forensics held from 20-23 of November in Caparica, Lisbon (Portugal).

The idea of the event is to share the latest achievements of forensic research and forensic technologies, as well as to report on their implementation in real cases.

On July 10 th and 11 th the experts of Scientific Practical Center of Forensic Medicine,
SNPO participated in two day seminar “The Minnesota Protocol on the Investigation of
Potentially Unlawful Death” which was held in Yerevan, Armenia. The seminar was
organized by the Foundation against the Violation of Law (FAVL) NGO.
Director of Scientific Practical Center of Forensic Medicine, SNPO, professor Mher
Bisharyan welcomed the International experts, participants of the seminar and
introduced the current situation of Forensic Medical Service of Armenia.
During the seminar the International experts Duarte Vieira and George Alempievich
introduced the Minnesota protocol, organization and coordination of forensic medical
investigation of unlawful deaths.
At the end of the training the participants were awarded with Certificates of Attendance.

On 12-14 April the delegation of “Scientific Practical Center of Forensic Medicine” SNPO, Ministry of Health, Republic of Armenia consisted in Head of Complex Examinations Department Gagik Harutyunyan and Head of Scientific Department Arsen Babayan attended the International Congress and Scientific School “Topical issues of forensic medicine and expert practice – 2017”, School of Young Scientists and Specialists, “Forensic medicine” Forum for Paramedics. The invitation was sent by V. Klevno, Chief Forensic Medical Expert of Ministry of Health, Moscow region.
Our leading forensic medical experts presented their report titled “Pre-hospital and hospital medical care inadequacy characteristics in the Republic of Armenia”.

For organizing, monitoring, consulting and performing forensic medical examinations and autopsiesin four-day military operation on April 2, 2016a number of Forensic Medical Experts were awarded with

• The head of Chrisminalistic department Vigen Adamyan was awarded with “Vazgen Sargsyan Medal” of the Ministry of Defense of the Republic of Armenia and Diploma from the Minister of Health for the superior performance of his professional duties
• The head of complex examination department Gagik Harutyunyan was awarded with “Vazgen Sargsyan Medal” of the Ministry of Defense of the Republic of Armenia
• Forensic medical expert Artak Darbinyan was awarded with “Vazgen Sargsyan Medal” of the Ministry of Defense of the Republic of Armenia

Mher Bisharyan participated with a report in the scientific conference held in Dusseldorf,
Germany from September 11-16 2017.

The Head of the Armenian Delegation ofInternational Committee of Red Cross
(ICRC) Caroline Douilliez invited MherBisharyan the Director of the Scientific
Practical Center of Forensic Medicine SNPO MOH, RA to participate in three day
study tour in Cyprus from 29 th of January to 2 nd of February 2017. Among the
Participants there were the Armenian authorities on clarification of the faith of people
missing in relation to the conflict in Nagorno-Karabakh. During the Study tour a
number of discussions and briefings were held between the members of ICRC,
CMP, Armenian and Nagorno-Karabagh delegations as well as visit to several
excavations in Cyprus.

On January 16 to 20, 2017 the delegation from Scientific Practical Center of Forensic
Medicine, SNPO headed by the Director Mher Bisharyan participated in Study Visit in
Central Forensic Laboratory of Police, Poland. The main purpose of the Study Visit was
to observe and evaluate the ISO/IEC 17025 Laboratory Quality Management System in
the field of forensic examinations, to review the examination process and proficiency of
validated methods according to ISO/IEC 17025 Laboratory Quality Management
System. The aim of the study visit was to generate an exchange of experience and
European good practice between the Central Forensic Laboratory of Police and the
Scientific Practical Center of Forensic Medicine, SNPO Armenia.
During the Study Visit the Head of Molecular Genetics Examination Department Marine
Baghdasaryan and Quality specialist of Quality Assurance Department Anna Davtyan
evaluated the process of implementation of ISO 17025, the Quality Manual, design of
SOP’s and validation of methods.
The discussions during the round table with upper management of Central Forensic
Laboratory of Police, Poland were concerning the advantages of maintaining accredited
laboratory by ISO/IEC 17025, international recognition for its commitment to quality,
competency and reliable results, the role of ISO/IEC 17025 accreditation with an
internationally recognized standard, in easing the global exchange of valuable
information and overall management of Forensic Centers.

For active participation and assistance during the Military action from April 2 to 5 the
Head of “Scientific Practical Center of Forensic Medicine” SNPO, Ministry of Health of the
Republic of Armenia Mher S. Bisharyan has been awarded with
“Garegin Nzhdeh Medal” of the Ministry of Defense of the Republic of Armenia
“Cooperation Medal” from the chairman of the Investigative Committee of the Republic
of Armeni
Diploma from the Minister of Health for the superior performance of his professional
duties.

On April 2, 2016 immediately after the ceasefire violation and Azerbaijani aggression, when the Azerbaijani side launched large-scale attacks along the contact line between Karabakh and Azerbaijan, the group of forensic medical experts from Scientific Practical Center of Forensic Medicine, headed by Director, Chief Forensic Medical Expert Mher Bisharyan left to Karabakh in order to organize, monitor, consult and perform forensic medical examinations and autopsies onsite.

From April 2 to April 11, Head of Medical Criminalistic Department  Vigen Adamyan, forensic medical experts Karen Gharibjanyan and Nelson Grigoryan  performed forensic medical examinations of soldiers, who has been wounded during the  battlefield along the line of contact and autopsies of soldiers killed in combat.

The group of forensic medical experts together with the representatives of law enforcement bodies and International  Committee of the Red Cross performed crime scene investigation and forensic medical examinations of returned  bodies of 18 Armenian soldiers killed in the course of the Azerbaijani aggression unleashed along the entire line of contact on April 2-5.

On January 25 to 27,  2016 the Scientific Practical Center of Forensic Medicine hosted Expert Mission within the framework of EU Program Administration Division (PAO), EU and WTO Department, Ministry of Economy of RA, TAIEX program. The Expert Mission was leaded by the Director of Central Forensic Laboratory of Police, Poland Waldemar Krawczyk and senior specialist of Biology Department Zanetta Makowska.

The scope of Expert Mission was

• Current situation of Forensic Genetics and Forensic Biology Departments, procedures, equipment and personnel.
• Accreditation pros and cons for Forensic DNA laboratories

ISO 17025, Validation of Methods, Implementation steps, Discussions on Implementation, including period, costs.  Designing action plan toward Accreditation of Forensic Genetics and Forensic Biology expertise.

Director of Scientific Practical Center of Forensic Medicine SNPO, MOH RA,
MherBisharyanparticipated in the scientific conference held in Heidelberg, Germany from
August 27to September 4 2016. During the Conference bilateral cooperation Agreement has
been signed between Brandenburg State Institute of Forensic Medicine and Scientific
Practical Center of Forensic Medicine SNPO, MOH, RA.The aim of the agreement is
promoting scientific and practical cooperation between two centers in the field of forensic
medicine, forensic toxicology, forensic histology and forensic DNA.
